Gary D. Harrell Principal Planner Gary joined the MPO in February 2001 after retirement from the U.S. Navy in 2000. He serves as the MPO Representative on several committees including the Community Traffic Safety Team, and provides staff support for the Bicycle Pedestrian Advisory Committee. He is responsible for the production of the Transportation Improvement Program;was involved in the production of the Charlotte Harbor Heritage Trails Master Plan, a plan for regional trails throughout Charlotte County with connections to neighboring counties; and The Long Range Transportation Plan (LRTP) update. As a Navy Officer, Gary was assigned as the Deputy Operations Director for counter-drug operations in the Caribbean, Central and South America, being involved in planning the post-Panama Canal Treaty Implementation architecture for Navy aircraft. His other assignments included serving as the U.S. Naval Attaché to Tunisia, and service on the staff of the Secretary of Defense, Coordinator for Drug Enforcement Policy and Support for civilian agencies. Prior to that he was the Operations Officer planning, directing, and flying for a Navy Patrol Squadron using the P-3 Orion Aircraft. Beside working at the MPO, Gary also serves as an Adjunct Professor at Edison Community College (Charlotte Campus). He has a Masters in Public Administration from the University of Washington, Seattle, Washington and a Bachelor of Science from the U.S. Naval Academy in Annapolis, Maryland.
