MPOs across the nation are charged with developing three plans.

 These are:       

The Transportation Improvement Program (TIP) identifies all transportation projects within Charlotte County and the City of Punta Gorda funded by Title 23, U.S. Code and the Federal Transit Act. It includes highways, aviation, pedestrian and bicycle facilities, transportation enhancement projects, and transportation disadvantaged projects. The TIP ensures coordination for transportation improvements by local, state, and federal agencies. It is updated annually, in May, and covers a 5-year period.

The TIP can be modified during the fiscal year through amendments. Currently only one TIP amendment is in effect. A TIP amendment ("Roll-Forwards") was necessary because of the difference in federal and state fiscal year start dates. Major project phases are scheduled in the TIP in the state's fiscal year in which work is to commence. The states fiscal year ends on June 30th of each year. Most projects scheduled in the year of the TIP commence work in the current year. However, for a number of reasons it is necessary to defer the commencement of work beyond the first year of the approved TIP for certain project phases. When this happens it becomes necessary to "Roll-Forward" these project phases into the first year of the new TIP, which immediately follows federal approval of the new TIP on October 1stof each year. This is accomplished through the TIP amendment process.

The LRTP inventories, analyzes, and identifies public policy on all aspects of transportation.  The LRTP and the Charlotte County Comprehensive Plan Transportation Element provide the same inventories and analysis as well as integrated policies between the MPO and the County.  The LRTP covers issues to the year 2030.

The Unified Planning Work Program (UPWP) for the Punta Gorda-Port Charlotte Urbanized Area documents the MPO's metropolitan transportation planning activities and budget for the State's Fiscal Year July 1 through June 30). The objective of this UPWP is to ensure that a continuing, cooperative, and comprehensive ("The Three C's") approach for short- and long-range transportation planning is established and maintained for the metropolitan area, with proper coordination.

The Draft Public Participation Plan (PPP) has been prepared to aid the MPO in increasing and improving citizen input into the transportation planning process throughout the county and region .This document has been prepared using SAFETEA-LU (Safe,Accountable,Flexible,Effecient Transportation Equity Act :A Legacy for Users) guidelines that all interested parties have a reasonable opportunity to comment on the contents of the plan.
