Transit Development Plan THIS IS A LARGE DOCUMENT PLEASE GIVE IT TIME TO LOAD! Click Here for Transit Development Plan 7 Mb The TDP was Approved May 10, 2004 The Transit Development Plan (TDP) is required under State Block Grant transit funding, as a result of commencement of the Dial-a-Ride general public paratransit program. The TDP calls for a description of the transit agency’s vision for public transportation, along with an assessment of transit needs in the study area and a plan to implement priorities for improvements. It is also a policy document that integrates transit goals and objectives with those of other adopted plans, including the MPO’s Long Range Transportation Plan and the Comprehensive Plans for both the City of Punta Gorda and Charlotte County (in accordance with Chapter 341 F.S. and Chapter 14-73, F.A.C.). In addition, it is a planning, development, and operational guidance document utilized in developing the Transportation Improvement Program and FDOT’s Five Year Work Program. It can be a useful tool for decision makers, since the data gathered for the TDP and recommendations made in it can substantiate current and future transit needs.
In anticipation of proposed rule changes, the MPO asked CUTR to conduct a five-year (currently required) and a ten-year (under consideration) analysis in developing this plan. The Charlotte County-Punta Gorda Metropolitan Planning Organization is the first MPO in Florida to undertake a ten-year transit assessment and FDOT endorses the practice.
